how do I re focus a photograph

I have some photos from a digital camera.
Some need refocusing..can this be done using XP Publisher.

No, Microsoft Publisher is not an image editing program. You would need to
use a drawing/photo application such as Adobe PhotoShop, Picture It!,
Digital Image Pro, PhotoDraw, etc.

Once you have the photo altered, THEN Publisher can used as your final
product for output.

If the photo was taken out-of-focus I adon't think any application can
restore focus to it.

there are some things that can be done by a skilled PhotoShop user
but"restoring focus" is not one of them.

Many of the latest photo/image editing apps actually do adjust focus. Never
perfect, but there are improvements.
