How do I recover an application that shrinks pictures for email.

When I try to email pictures from My Pictures the small apprication that asks
if you want to make your pictures smaller seems to have disappeared. How can
I get it back?

Try running this from Start | Run | Type > regsvr32 shimgvw.dll

This should return the functionality.
