How do I remove the rule lines from my default pages?

I have OneNote 2007 and whenever I create a new page (regardless of the
notebook or section) it always opens with rule lines. Of course, I can turn
them off with the button on the toolbar, on the Format menu, or through the
Page Setup on the File menu; but they still show-up on new pages.
I even tried creating a new "Default" template with no rule lines, and even
though I have the lines turned-off when I create the new template (and I set
it as the new default for that section) each new page created in that
template still has the lines!
I had OneNote 2007 installed on my previous laptop and I didn't have this
problem, so I'm really going crazy trying to figure-out how to PERMANANTLY
remove these lines!! I even ran an Office diagnostic, but everything was
fine, of course.
Any help would be greatly appreciated.

Look under tools \ options \ display. There is a check box there which says
to "Create all new pages with rule lines"
