how do I roll up resource needs under a summary task

I have built a detailed schedule down to WBS level 4, however, my cost
analyst only want to see the resource needs to level 2. There must be a way
to roll up or sum up resources to a higher WBS level and export that to excel.

Depending on what version of Project you are using, you can export the
Task Usage view to Excel. Prior to Project 2007, you will either need to
use the "analyze timescaled data in Excel" utility found on the Analysis
toolbar, or create a VBA macro to do the export. The latter has much
more flexibility but of course does require VBA knowledge.

If you have Project 2007 you can use the Visual Reports feature.
