If you do a Save As in Publisher, you could save it as an .rtf file HOWEVER
(there's always a catch, isn't there), you will lose all of your formatting.
Copy and paste your resume into Word. That will strip out all of the
frou-frous. You'll have to go back in and add a few back in but keep it
simple! And you really should have two versions anyway. One in Word and one
in Notepad for plain text. Some sites don't even want Word.
