How do I save toolbar setting on new mail?

I am trying to make two toolbars only take up one line instead of two, but
when I change it on a new outgoing mail it is not saved.

it's caused by an toolbar added by a 3rd party utility. Get rid of the
culprit and the toolbars will 'stick'.
