how do i send an e mail newsletter that is not an attachement?

People send these all the time but i don't know how to do it!!!You can view
newsletters with logos etc in the e mail itself but they are not sent as an
attachment.

Obviously you have HTML email enabled to receive. Open Outlook, select HTML,
compose your message in HTML and send.
