how do i set a default template for when publisher opens?

in publisher 2003 i was able to set a default template that would open when i
opened the program. i have not been able to discover to do this with 2007 -
is this option still available?

Are you saying you altered the Normal.Pub in 2003 and you would like to do the
same in 2007?
