How do I set decimals in charts?

I am learning the Office XP package and need to be certified when I am done.
My two questions are 1. How do I get certified and 2. How do I set decimals
in charts so they are in the same spot each time? I need them centered and
not aligned to the right, and the tutorial that I am using is not making this
easy for me!! Thank you for your help.
