how do I set the fond color?

I wantede to set the colour for whole page. I tried but, it's only the text
or image that I selected have my selected colour, not the whole page.

What version Publisher?
In 2002 or 03, format, background.
In other versions, view, Go to background (ctrl+m) create a box, fill it with a
color, no line.
