how do I set up a bulletin board in Outlook?

I am trying to set up a place in a public folder to update my user group
about daily changes. I went to help but it doesn't provide the how to.
Deadline is tight! BTW I am a novice and will need someone to "dumb" it down
for me.

Have you tried simply posting to the folder? Click File | New | Post In This
Folder.
