how do I set up an email account

would like to know how I set up an account and add other email accounts to
outlook this is for personal use. Do I have to get a user name and password
from my ISP or can I create my own?

Your ISP can tell you how to set up Outlook, probably on their Help pages.

Check your ISP website for instructions. If you don't know your username with
your ISP, contact them.
