how do i set up outlook so i can see if emails i sent were read

You can set Tracking Options by going to Tools-> Options-> tab Preferences->
button E-mail Options...-> button Tracking Options... Note that sending
receipts requires user interaction and the mail client of the receiver must
support it. Also in some cases the receipts are dropped by spam-filters.
