How do I stop from jumping to the last text box in Publisher?

Whenever I click on text in any part of an article in Publisher, I
automatically jump to the last text box and the end of the article. I can't
edit earlier text boxes because it forces me to be on the final one. I also
can't edit the text easily.

How do I fix this?
