How do I stop Project from populating the Start / Finish dates?

When I enter tasks MS Project automatically populates the Start and Finish
Dates. Then, when I try to build a Finish-to-Start dependency, it doesn't
work.

If YOU have not entered a start date for a task then your dependencies
should work.
Check tools menu / options / calculation tab and make sure calculation is
set to automatic.

Project will typically take project start as the start date for a task and
use the duration to determine the finish date so you will always see dates
in those fields. If you set them manually, it creates a constraint which may
cause critical path issues.
