How do I track impact of tasks that create resource for other tas

I have a training task that produces resources (trainers) for use on later
tasks. If the training task is delayed then later tasks, which require
trained resources, either cannot take place or will take place more slowly
because fewer resources will be available. At the moment I have to change
the number of resources available for later tasks manually, can this
relationship be automated? I use MS Project 2002.

Actually it could be automated, but I'm not sure it is worth automating it.
I say this because you will have to work out the precise algorithm which
relates the two and then convert this into code. Considering that adjusting
manually is not very difficult, and the outcome of the training class being
delayed or not teaching as many trainers would be very difficult to
quantify, and finally it would not be much more accurate than simply using a
finish to start constraint of some kind, I'd just skip it.
