How do I turn a picture into a watermark?

If you have a newer version of Publisher, select the picture, on the picture toolbar,
click color (looks like a bar chart) select wash out.

Mary -- Thanks so much! Now I can send my Christmas letter with the
Rockefeller Center Christmas tree in the background!

Mary, saw this response to a previous question. When I select washout,
the picture "tiles". How do I expand it to fit the full page?

If you are using the format menu background you will get tiling. You need to
insert the picture into the Master Page, use the wash out option.
