How do I turn off Messenger when Outlook lauches?

I have Messenger turned off in Windows components yet it continues to launch
when I open Outlook.

What version of Outlook? Try Tools - Options - Other, and remove any checks
that appear next to the Messenger icon (in Outlook 2003, this section is
Person Names).
