How do I work in elapsed time?

How can I schedule as a function of elapsed time rather than with a hard
start or end date? In the case of a schedule to begin after award of a
contract, the start date isn't known but I might know the task needed
completing, their duration and dependencies. Can I begin scheduling from day
0 rather than from the xth of January? In the case of days after award it
could be Award+1, Award+2, etc. and when the award date is known subsitute it
for day 0.

Sure. Pick any date for the start date. Create a milestone on that date Then
start scheduling from there. When you know the real date for that milestone,
move it to that date and the rest of the schedule should follow.
