How do you add a printer when add printer icon will not work?

I've tried to add a printer, but I can not double click on the printer icon?
How can I add a printer without using this icon.

Perhaps you don't have permission to install a printer on the that PC.
This is not an Office application issue, but one of permissions set on
the operation of the computer operating system. If this is your home PC,
please post your question to the group with the name of your operating
system in the title. If this is a work PC, please contact your company's
tech staff.
