How do you change normal format?

I followed instructions for making a new format and saved to the file as
instructed but when I close and reopen Publisher the New Style does not
appear. Using Publish 2002 but states same procedure for both.

Thanks Brian but those are the instructions I was following.
It all looks good until I close Publisher and reopen. Then
I am back to square 1.
