How do you create an Outlook Template (.ocx)

How can I create and Outlook template. I want to use this
for an out of office reply sine we have Internet mail. Is
there another way?

To create an Outlook form template .oft file (not .ocx) for use with an
auto-reply rule, turn off WordMail, create the message, then choose File |
Save As.
