How do you lock a figure in place on a page?

I need to lock figures permanantly in position on the page
and have text skip over the frame/text boxes/or objects.
Unchecking the "move with text" and "anchor" options has
absolutely no effect, which begs the question... Any help
would be greatly appreciated. -Thanks, Phil

Word is a word-processor, and was designed as such. It's not
a layouting program, although great strides have been made
since the late 1980s to incorporate such functionality.

But what Word canNOT do is lock a graphic to a particular
page. It just wasn't built this way. Word anchors a graphic
to a PARAGRAPH, and the graphic will always appear on the
same page as that paragraph. If you lock the anchor, this
means the anchor will always stay with that paragraph, rather
than moving to the one closest to where you position the
graphic.
