How many templates can there be in 1 Publication?

Am trying to use two different templates on two different pages in one
publication file. When I select a different template, from page one, to
apply to page two page one also changes to the new selection. Is this even
possible with Publisher 2003?

Open two instances of Publisher, copy the objects on template two, insert a page in
template one and paste.
