How to change what toolbars show at start up

My Publisher 2003 at work opens a new document with almost all the toolbars
showing. How can I change so that format and picture toolbars are the only
ones that open in a new publication.

I see now. I was choosing view/ toolbars to close them, but all the toolbars
appeared again when I started a new publication.
