how to email newsletter without attachment

I would like to send newsletter to a group of customers. My issue is when I
send with hotmail all of the pictures are in an attachment. I would like to
know how to send so that the pictures do not appear as an attachment. When I
send in Yahoo I don't have this issue. Should I use publisher 2007 or
another program. If so which program should I use?

Thank you!
I always send copy to myself and friends and they get it as well like
attachment. So when I get massage from some company I have no this issue. It
is nothing whit my set mail text only.

Most of these newsletters store their images on an external web server.
Most modern mail clients block external content unless it's explicitly
allowed on a per-message or per-sender basis, so you get messages along
with the mail saying to add the sender to the Trusted Senders list. In
any case, Publisher can't do this.
