How to I make my Publisher document read-only?

I'm doing a company newsletter, and i dont want anybody who receives it to
change any of the content.
How do I change the attributes to "read only"?

Converting to PDF makes the document unchangeable for the majority of
people.

(PDFs can still be changed if the recipient has Adobe Acrobat)

No format is truly read-only.
