How to make a colored watermark in pub2000

In word you can easily create a colored watermark from clipart by
right-clicking it and adjusting the colours (brightness and such).
I can find nothing like that in Publisher, only to create a
black&white watermark, is there something I overlooked or is Pub2000
sorely lacking this very convenient function? (btw upgrading is not an
option at this moment, but i would like to know if newer versions can
do this).

Okay, thanks. Guess I'll have to badger my boss for a newer version,
although my hopes are not very high.

Does any of them run under Win98? (Would prefer not to switch to a
higher OS as I still need access to some older DOS-programs)

Publisher 2002 was the last version of Publisher to run on 9x systems.
Windows XP does not have that much trouble running most DOS apps.
Publisher 2003 is well worth it if you can get XP. Buying outdated software
is never a good idea, IMO.

and its okay. However, according to my systemsmanager the critical
DOS-appliance will absolutely not run under any OS higher than 98.
Also Publisher is "just for fun", i.e. not important for our office.
So I guess I'll just have to accept the limitations of Pub2000.

I would never have any mission-critical application running in DOS.
Have you considered upgrading? What exactly does this software do?

This can easily be done. Taken from Publisher 2000's help file

ADD A PICTURE WATERMAR

Publisher has a layer called the background, which appears behind every page. To repeat things on every page, such as headers, put them on the background.

1. On the View menu, click Go to Background
2. Add the picture you want to use as a watermark
3. On the Format menu, click Recolor Picture or Recolor Object
4. Click the arrow next to Color, and then click Fill Effects
5. Click the options you want, and then click OK
6. Click OK
7. On the View menu, click Go to Foreground to return to your page

Well you can have a rainbow or any number of colours if you so desire.

It is called being innovative and practical.

It is no problem to put a full colour picture in the background, but i
wanted it downtoned. Since it was just a one page thing, I ended up
doing it in Word, where you can create color watermarks.

our branch of work software. But not all of the info in the old
program has been put in the new program, and one of my collegues still
needs it at times (she thinks it is critical, not me).

And you are unable to move most systems to Windows 2000 or XP, and leave 9x
on a few to allow access to the old system?

The Escher drawing 'tools' in Publisher 2002 are a disaster.

Can you show me how to create watermarked pictures from within the Publisher
IDE without Escher?

If I was using imagination, I would say to create a semitransparent filled
rectangle over the object, but I then realised that semitransparency if only
provided by the Office XP version of Escher, and so it is prohibited by the
rules.

Some of the points you have brought up, I have considered as well.
However I'm totally dependend on the company policy which is to
upgrade the "production"-stations (i.e. ACAD-stations). The
"support"-stations come later (i.e. get the old Acad-stations). My
machine happens to be totally new (lucky me:) ) but I can only go as
fast as my slowest collegue: we have to stay compatible and other
people should be able to work with my station (some people here would
probably like to still use an old-fashioned typewriter and rolodex).

But like I said: I can work with the things I have now, I just think
it is silly that Word is able to do graphical things that publisher
can not.

In Publisher 2000, go to Insert > Picture > New Drawing. Then, insert your
clipart/picture. When you right click on the picture, you can go to Format
Picture > Picture Tab > Image Control and change to Watermark.
