How to put an MPEG in publisher 2002?

When I try to put an MPEG file into my publisher website, it does not load
the actual MPEG to the internet. It only loads a picture of the first frame
of the file. What is wrong?

Since Publisher is a Desktop Publishing Program why on earth do you
think it could deal with MOVING images.

In assume you are using Publisher to create a website - don't bother it
is a poor tool for the job.
Even with a proper web design tool like Dream Weaver or god forbid
Front-Page inserting MPEG files is a problem.
