Likely I do not understand your question.
When you scan a document you create an image file of that document. The
document could be a picture, an English document, an Arabic document etc.
You still get an image.
If you want to be able to edit the document, then you need to use OCR
{Optical Charter Reader} software to convert the image to editable text. For
English, there are a number of OCR applications that work well. For Arabic,
you need to find Arabic OCR software.
