How to set form size?

Can someone guide me on how to set the size of the form?
How can I ensure that the line "Record << < 1> >> "
appears at a particular place instead of far off at the bottom.

For eg. my form lengh = 20 lines and width = 80,
upon launch it takes up I think 30 lines (kinda all of screen) and width
also appears to be more.

I would also like to see the Acccess message line
containing "REcord < ...> " to show up on line 21 in my case.
