how to set up outlook working?

I can not sent and receive mails using outlook.

Task 'Hotmail - Sending' reported error (0x800CCCF6) : 'Unknown Error
0x800CCCF6'

Are you using a paid Hotmail account?

Hotmail in Outlook now requires a paid subscription that uses the Outlook
Connector. Hotmail Plus and MSN Premium are two such subscriptions.
