I can send email but I can't receive the problem is outlook help?

I can send out email but I can't receive I contacted my internet company and
we made sure it wasn't them they suggested it might be Outlook and I repaired
and reinstalled and tryed everything I am at a loss somebody please help

What version of Outlook? What EXACTLY happens when you try? What happens
when you use the Test button in the Account properties?
