I have a problem sending and receiving email

I'm running Outlook 2003 and I have roadrunner. I don't receive any error messages, and it will test ok, but does not receive the test message. I can open Outlook Express and receive the test message. If I try to send a message from Outlook 2003 using to an account that I know is active it never goes out (it just sits in the outbox). If send an email from another account it (until I open Outlook Exprees, then I get it immediately) I've set the same account up at my office (older version of Outlook) using exactly the same POP3, SMTP, passwords, etc and it works perfectly
The program does not time out
