I don't know of any easy way. I believe the best way is what Milly
suggested.

A second way is to use the image as a background in Word and then use
text boxes for your data. You cold also do the same sort of thing in many
graphic programs like Photoshop where they call it layers.

When you scanned it you turned it into an image (photo) and it is no
longer text. Some scanning software has the ability to use OCR to create a
text document. They vary greatly but some do a very good job and would
require only a little tweaking to look good.
