First, copy the PST to your hard drive. Next, right-click it, choose
Properties, and remove the read-only attribute. Third, start Outlook and
click FIle>Open>Outlook Data File. Fourth, browse to the PST, select it,
and click OK. You now have access to all the data it contains. NEVER
import from a PST.
I updated to Vista from XP and backed up all my files. Inculuding outlook.
When I try to import the pst file i get that message.

Use the account "Administrator" in safe mode to give your normal user
permission to access the file and then take ownership of it with the normal
user.
