Importing Resource Names

I'm using an excel file to import resource names into project.

Task types:
Fixed Duration
Effort Driven

I want to be able to import the resource names so that they automatically
show their percentage on any respective project. Right now on import it
totally ignores the effort driven function and simply multiplies the work of
the project by the resources assigned. I know that you must assign one
resource before the effort driven function will kick in, but even in
assigning one resource and then importing, it fails to calculate the effort.

could anybody shed any light on this?
