Include pages not showing up sometimes

When I open pages in FP2003 on my WinXP computer that use
Include components, sometimes the URL show up in place of
the Include, sometimes not. When the Include fails to show,
it is preceded by an information box stating that it can't
find a page. But the Include will show up when I open the
same page, or another page in the same folder containing
the Include.

So why does an Include appear or not appear? It seems
totally random. This problem happens in Design and Preview
panes.
