Incorrect user name/password combination

I am using ms project server 2002, SQL server 2000 (Ent. Ed.), and
windows2000 advance server. I have done everything according to the help
file provided with the MS project server to install it and tried almost
every thing but I always get this error "Incorrect user name/password
combination (5002)". I have tried re-installing it several times, I have
tried the latest service packs and I have tried it on Windows2003 server too
but this error always pops-up. Can anyone guide me on this error and what
can I do to check the problem.

When you first install project server you have an –
Administrator__ account with blank password. Try logging
in with this account__ Administrator__ and no password.

Doc:

It sounds like you're doing the same thing consistently wrong each time. Did
you perform all the "After you install Project Server" tasks from the
installation guide?
