InfoPath submit to SharePoint error

I am using InfoPath 2003 and saving my forms to a SharePoint library.

I can open a blank form to fill out, fill in my data and submit the
form multiple times with no problem. When I close the form and then
open it again for update, I get a "Some rules were not applied"
message when I submit.

Here's the message detail:
InfoPath cannot submit the form.
An error occurred while the form was being submitted.
The form cannot be submitted to the following location:
[SharePoint form library URL].
The file is in use by another application or user.

Despite what the message says, my updates are saved on SharePoint.

My form library has version control, so I tried opening and updating a
version created with a slightly older template. It worked, but when I
closed the form and then opened it again, I got the same submit error.

I did not have this problem with earlier versions of this template.

I reloaded InfoPath. That didn't help.

This is driving me nuts. I would greatly appreciate any suggestions.

Also, did you allow "Overwrite if file exists" in the submit data

I have IP2003 SP2. IE is up to date. WSS hasn't been touched since it
was installed about one year ago. The installer did not have previous
experience and so, for example, we do not have search capability.
There is reluctance to upgrade because this is somewhat outside our
area of expertise (I work with network engineers) so I would need to
make a good case. There are transient problems with another InfoPath
application. Do you think the case exists?

I would make sure to get IP2003 sp1, WSS, and IE up to date.

after creating the form but before closing it. It is only when I try
to update an existing form that I have a problem.

Just another thing to check... Which version of SharePoint are you
using and does it have the check-out option required. Infopath 2003
doesn't seem to perform this automatically even though it serves as
its own checkout. The form libraries I'm using do not require the
checkout feature but if it was enables, I'm not sure what it would do.

We are using SharePoint 2003. The check out option is not required.
