Inserting Adobe Acrobat files

Hi,
I need to create booklets that will contain multipage pdf files. I don't
need to edit the pdf files but I may need to add comments on top of the
page. I've been using Adobe InDesign but their service has become horrible
and I'd rather look elsewhere than upgrade my current copy. Can publisher do
this or are there any other suggestions? The only other solution I found is
QuarkXpress? Thanks.

Not as simple as in InDesign, but you can do it using this tutorial:
