Install Not running

When I go to run MS Access, I get an error of
"This application must be installed to run. Please run
setup from the location where you origianlly installed the
application."

This computer also has MS Office 2000. Is there any know
issues of this error?

I know about the licensing error later, but this one
concerns me greatly. Please help.
