This solution was posted by a user some time ago.
"Cannot Load Printer Driver" A workaround.(This is for folks with Dell Printers
or might work with other printers as well) Posted by Phil.
Go to settings, printer folder, add an HP IIP printer, set it as the default.
When in Publisher, Go to file and print and select the Dell printer.
---You can use any driver, this poster suggested HP, but I think any would do.
