Install Project 2007 fails with "missing upgrade product" message

I have a full copy of Project Pro 2007. After installing Office Enterprise,
then Visio and Expression Web from the same DVD, I attempt to install Project
Pro. This fails with a message saying that it cannot find a qualifying
installation to upgrade from.

The machine is Vista Ultimate fresh install and there has never been any
office installation before the activity noted above.

So what is going wrong?
