Yes, but only if it is a "retail version" and not an "OEM version".

How do you know if you have a OEM verison

If it came preinstalled on your computer by the computer
manufacturer, then it's an OEM version. Office 2003 Small
Business Edition is an OEM-only version, so it's OEM whether it
came preinstalled or not.

So how can I get office on more than one computer if I have the OEM version.
I just need it on two computers that are both in my house.

Pay for a retail version of Office. I know that's not the answer you wanted
to hear but it is the answer.

Buy another computer with the OEM on it to replace the one that doesn't
have it. OR buy a retail copy which will allow for the installation on
both the desktop and your portable.
