installing office 2003

Bought Office 2003 for a Windows XP home Editition
when I go to install it it says " The windows installer
service could not be accessed. This can occur if you are
running in safe mode, or if the Windows installer is not
correctly intalled. Contact your support personnel fro
assistance"
Can Anybody Help me
