Nancy Baseline

We need to restrict users from baselining their entire projects on a regular
basis but just baseline their selected tasks when they are added. Is it
possible to do this?

Nancy,
Not really. The best approach, (short of some overt action to restrict
write access or perhaps some devious VBA code), the best approach is
training. This is true of most "restricted" type actions in a multi-user
environment. Give the users the proper training on how to use Project
and how to use it within your corporate structure.

Obviously training is not infallible and some users may willfully or
unknowingly break a rule or two along the way. As appropriate,
discipline and re-training can then be used. This approach worked well
at my company but just to be safe, we also ran regular file comparisons
to check for unauthorized changes to various fields. You can use the
Compare Project Versions utility for that purpose.

I'd agree. Generally the best way to fool-proof things is to eliminate the
supply of fools.

If your organization uses Project Server and has a Project Management
Office, you can set permissions in the system to do the following:

1. Prevent project managers from baselining their projects entirely
2. Allow only members of the PMO staff to baseline projects

Just an additional thought from the enterprise world of Project Server.

instead call them "rules challenged individuals".
