is there a windows logo key combo to create a new folder?

I know some logo-key shortcuts like "logo+e" opens Windows Explorer... is
there a combo to create a new folder on the desktop?

Nope (unless you've created a special key combo). Your choice is to
right-click on the desktop and select New > Folder
