JIT Debugging configuration

I am getting an error message in Outlook 2007 that says I need to enable
just-in-time (JIT) debugging. I do not understand the instructions where to
find the file or application so that I can enable it. Has someone done this
that they can help me. I am running Vista Small Business 32-bit
