keys not typing correct lettering in word 2003

the quote " key is typing the @ sign and the @ key is typing the quote " key.
l key is typing foreign E symbol.

You have the wrong keyboard language mapping configured for the keyboard you
are using - change it from Windows Control Panel > Regional & Language
settings.
